In a newly installed org, the Flow settings in the Custom Settings does not display the list of flows.
If the Flow Setting records are not created, none of the corresponding flows are executed, which impacts the related functionalties.

After you install 25.1 or 25.2 version in the fresh org, you must manually create the Flow Settings records for the first time.
To create Flow Settings records:
1. Go to Salesforce Setup > Custom Settings.
2. Click Manage next to the Flow Settings.
3. Click New.
4. On the Flow Settings Edit page, click Save.
The list of flows are displayed in the Flow Settings.
